Support the implementation of policies on sustainable tourism
The ST4SD project supports the implementation of national and subnational action plans, master plans, policies, and decisions to boost sustainable tourism development.
Experts from the Lucerne University of Applied Science and Arts (HSLU Hochschule Luzern) have provided consulting and technical support to share experiences in sustainable tourism development in Switzerland and replications for Vietnam.

Expected outcomes
Strengthen The public private policy dialogue (PPD) at both national and subnational levels
The project reinforces operations and capacities of national and subnational public-private policy dialogue mechanisms, actively influencing agenda, supporting discussion, contributing expertise through the network of international/ Swiss experts and facilitating the development and implementation of sustainable tourism plans on national and sub-national level.
Promote and Support Implementation of sustainable tourism promotion ideas
The project supports national and provincial tourism agencies as well as private institutions to seek and implement innovative and creative ideas including digital/ online instruments for sustainable tourism promotion focusing on environmental, social, and cultural values.
Public-private dialogues
With the support from the ST4SD project, the Vietnam National Authority of Tourism will implement strategies and plans to develop sustainable tourism, oversee the maintenance or development of new mechanisms for public-private dialogues on tourism development with the participation of the private sector such as business support organizations (BSOs), associations, the Vietnam Tourism Association (VITA) to ensure that the Vietnam’s tourism industry recovers and develops in a sustainable way.
The project will support the development of the framework for dialogue to enable the private sector to participate in events such as the Vietnam Green Tourism Forum. International experts from the Lucerne University of Applied Science and Arts (HSLU) will provide consultation in this field.
The enhancement of public-private dialogues will contribute to implementing the Vietnam Development Strategy until 2030 and the Vietnam Tourism Marketing strategy until 2030 as well as resolutions and directives on fast and sustainable development issued by the Government and the Prime Minister.
Launch the Vietnam tourism development index (VTDI)
The project will sign the contract with legal partners and collaborate with them to implement the VTDI research and indicator setting, survey data collection and also organize a dissemination fora. VTDI is expected to be used as a tool to strengthen the competitiveness of the tourism sector in accordance with international standards.
VTDI has been developed based on the Travel & Tourism Development Index of the World Economic Forum. The ST4SD project supports the completion of the VTDI to meet the Vietnamese context and implements pilot evaluations in cities and provinces. Swiss and international experts will participate in the process of VTDI completion and pilot assessment.
Cities and provinces selected for pilot evalutation need to meet the following criteria:
- Are localities chosen for evaluating the Vietnam Tourism Competitiveness Index in 2019;
- Have a minimum of 90 tourism companies and hotels or tourism-related enterprises;
- Make contributions to the Gross Regional Domestic Product (GRDP) at least 5% and are converted into monetary values.
The application and dissemination of VTDI results will be carried out through public-private dialogues organized within the framework of the project.
